Standards & Guidance 014 Lifting Operations It provides guidance on:
  • Competencies of lift team, including written appointments;
  • Producing lift plan and use of excavator track bearing pressure tool;
  • Determining lift category – following CPA guidance;
  • Requirements on using excavators as cranes including pick and carry duties.
BCE expectations for Lifting Operations The lifting operation must be:
  • Properly planned by an Appointed Person;
  • Supervised safely by a Lift Supervisor where deemed necessary;
  • Carried out safely with qualified Slinger/Signallers and Excavator Operators;
  • lift plan produced, available, & briefed, which identifies the Appointed Person, the Lift Supervisor, the Slinger / Signaller and the Crane or Excavator Driver & loads and complexity identified.
  • Where lifting equipment and lifting accessories are being used, they must be inspected on a daily basis by a competent person and a record of this inspection kept
  • Excavators used as cranes must be rated to do so and be equipped with a load hooking device and have:-
  • a boom lowering control device on the raising (main) boom cylinder(s) and which meets the requirements of ISO 8643:1997 and;
  • an acoustic or visual warning device which indicates to the operator when the object handling capacity or corresponding load moment is reached;
  • A current thorough examination certificate.
  • Excavator Operators, where the excavator is used as a crane, must hold a valid CPCS (A98) or NPORS (N100) card, with lifting operations endorsements for the category of excavator they are operating.
